BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS

 

December 21 2000

 

The continuation of the December 19,2000 regular meeting was called to order at 11:00 a.m. by Chairperson John A. Bolender. Commissioner Mary Jo Cady was in attendance. Commissioner Cynthia D. Olsen was absent.

 

Commissioner Bolender stated this is a continuation of the 2001 Budget Hearing from Tuesday, 12/19/00. The Board had asked the Budget Director to revise the property tax levy for the Current Expense Fund.

 

Harold Fitzwater asked about Totten/Little Skookum Funds. He stated that the end-of-October Treasurer records show there was a balance of $11,912.80 and the end of November it was $12,291.22. During the period of 1997 through 1999 there were $695 of expenditures of the fund. The preliminary budget shows that at the end of next year, there is an anticipated balance of $7,210. He asked what is the plan to use the $5,081.22.

 

Ione Siegler, Budget Director, stated the figures are submitted by the Health Services Administration. She noted the budgets are an estimate and any unused funds will stay in that fund.

 

Dorene Rae, Treasurer, stated she doesn't anticipate any expenditures from that fund in 2001.

 

Al Brotche, Auditor, stated he is speaking for Pat Swartos, Clerk; Dixie Smith, Assessor, and himself. He stated they object to the 2001 budget as presented. He stated there has not been consistency on how salaries have been established for all elected officials, department heads, non-union and union employees. He stated they are not pleased on how this Board has treated them differently than other elected officials.

 

Cmmr. Bolender asked Mr. Brotche how the standard has changed on how his salary is now established and how it was previously established.

 

Mr. Brotche stated the County has indicated there should be parity in comparing with five different counties.

 

Cmmr. Bolender stated that historically the salaries for the four elected positions that Mr. Brotche is referring to have been set at 95% of the Commissioners salary. He asked why Mr. Brotche is objecting to this policy being continued when there has been no objection in the past.

 

Mr. Brotche stated they have not objected in the past but they do believe there are inconsistencies, county-wide, on how salaries are applied.

 

Cmmr. Bolender asked for an update on the change to the Current Expense levy from the 106% to the 2.61% implicit price deflator as established in Referendum 47.

 

Ms. Siegler stated that by changing to 2.61%, there is a reduction in revenue of about $193,363. This changes the total Current Expense Fund to $19,123,274. It reduces the ending fund balance on the expenditure side in order to balance the budget. The Board would have to either reduce expenditures or use ending fund balance.

 

Cmmr. Cady stated that by going to the 2.61%, it doesn't necessarily reduce what people pay in taxes because junior taxing districts May then collect more.

 

Dixie Smith, Assessor, talked about the junior taxing districts and how the assessed values change the levy rates.

 

CURRENT EXPENSE PROPERTY TAX

Ms. Siegler read aloud the resolution for the Current Expense Property Tax Levy at 2.61%.

 

Cmmr. Cady/Bolender moved and seconded to approve Resolution No. 134-00 which establishes the Current Expense Fund regular property tax levy at 2.61% from the previous year. Motion carried unanimously. B-aye; O-absent; C-aye. Resolution No. 134-00 (Exhibit A)

 

ROAD FUND PROPERTY TAX LEVY

Ms. Siegler requested the Board approve the resolution to establish the Road Fund regular property tax levy.

 

Cmmr. Cady/Bolender moved and seconded to approve Resolution No. 135-00 which establishes the Road Fund regular property tax levy at 2.61% from the previous year. Motion carried unanimously. B-aye; O-absent; C-aye. Resolution No. 135-00 (Exhibit B)

 

SKOKOMISH FLOOD CONTROL DISTRICT PROPERTY TAX LEVY

Ms. Siegler requested the Board approve the resolution to establish the Skokomish Flood Control District tax levy.

 

Cmmr. Cady/Bolender moved and seconded to approve Resolution No. 136-00 which establishes the Skokomish Flood Control District regular property tax levy at 6% from the previous year. Motion carried unanimously. B-aye; O-absent; C-aye. Resolution No. 136-00 (Exhibit C)

 

 

2001 MASON COUNTY BUDGET

Ms. Siegler read aloud the resolution to adopt the 2001 budget.

 

Cmmr. Cady clarified that the salaries in the beginning 2000 budget were adjusted mid-year.

 

Ms. Siegler noted that budgets do not set salaries. Salaries are set by either resolution, a union contract or another type of contract. There are times when a salary could be spread between funds or functions.

 

Cmmr. Cady/Bolender moved and seconded to approve Resolution No. 137-00 which adopts the 2001 Mason County Budget as presented.

 

Cmmr. Cady withdrew her motion.

 

Mr. Brotche spoke about the statement that salaries are not adopted in the budget.

 

Cmmr. Bolender interjected that Ms. Siegler stated that salaries are not set by the budget.

 

Mr. Brotche pointed out that salaries are in the budget, which is approved by the Board.

 

Cmmr. Cady/Bolender moved and seconded to approve Resolution No. 137-00 which adopts the 2001 Mason County Budget as presented by Ione Siegler. Motion carried unanimously. B-aye; O-absent; C-aye. Resolution No. 137-00 (Exhibit D)

 

ESTABLISH DUI/DWLS OFFENDER PROGRAM FUND

Ms. Siegler requested the Board approve the resolution to establish the DUI/DWLS Offender Program Fund.

 

Cmmr. Cady/Bolender moved and seconded to approve Resolution No. 138-00 which establishes the DUI/DWLS Offender Program Fund #176. Motion carried unanimously. B-aye; O-absent; C-aye. Resolution No. 138-00 (Exhibit E)
