November 21, 2000

Chairperson John A. Bolender called the meeting to order at 9:00 a.m. Commissioners Mary Jo Cady and Cynthia D. Olsen were in attendance.

APPROVAL OF MINUTES: Cmmr. Cady/Olsen moved and seconded to approve the November 7 & 14 minutes as circulated. Motion carried unanimously. B-aye; C-aye; 0-aye.

 

C O R R E S P O N D E N C E

 

FUELING STATION

Fire Protection District #5 has requested permission to use the County's fueling station at John's Prairie. Copy referred to Public Works/ER&R.

2001 BUDGET & LEVIES

A copy of the 2001 budget and/or levies was received from: Port of Dewatto.

HARTSTENE POINTE OUTFALL

The Washington State Department of Natural Resources announced they are setting up a meeting to discuss the Hartstene Point Outfall and the closure zone for geoduck tract #15500.

PORT OF SHELTON - WATERFRONT DEVELOPMENT

The Port of Shelton has invited the Board to attend and participate in the review of the Shelton Waterfront planning proposal scheduled for Wednesday, December 20, 2000.

LIQUOR LICENSE APPLICATION

VETERANS ASSISTANCE APPLICATIONS

Gerald L. Remington - VFW 1694 - Housing $400.00

David Branson - VFW 1694 - Mileage Reimbursement $ 10.00

The Veterans Assistance Screening Committee is recommending approval on the above listed applications totaling $410.00.

Cmmr. Olsen/Cady moved and seconded to approve the veterans assistance applications as presented by the screening committee. Motion carried unanimously. B-aye; C-aye; 0-aye.

ESTABLISHMENT OF HEARING

It is recommended the Board set a public hearing on Tuesday, December 12, 2000 at 9:30 a.m. to consider the request of Joseph Castonguay for removal of the utility easement between Lots 7 & 8, Colony Surf, Division 3.

Cmmr. Cady/Olsen moved and seconded to set a public hearing on Tuesday, December 12, 2000. Motion carried unanimously. B-aye; C-aye; 0-aye.

WATER TANKER/FLUSHING TRUCK PURCHASE

Dave Loser, ER&R Fund Manager, requested the Board authorize replacement of their 1975 water tanker/street flusher through the state contract.

Cmmr. Olsen/Cady moved and seconded to authorize the Equipment Rental & Revolving Fund Manager to purchase one new year 2001 OMCO tank/street flusher unit mounted on a Navistar chassis utilizing the Washington State contract #405/TE01025. With options, the cost delivered will be $139,500.65 plus tax. Motion carried unanimously. B-aye; C-aye; 0-aye.

SMALL WORKS ROSTER

Public Works announced they would be posting or advertising and soliciting people of interest who might be interested in being placed on the Small Works Roster for the period of January 1, 2001, through June 30, 2001.

 

SOLICITATION FOR CONSULTANT SERVICES FOR YEAR 2001

Mr. Hauth, Public Works Director, asked for permission to advertise for consultant services for year 2001.

Cmmr. Cady/Olsen moved and seconded the Board authorize the Mason County Department of Public

Works to advertise for submittals from interested qualified firms to provide consulting services for Mason

County for calendar year 2001. Motion carried unanimously. B-aye; C-aye; 0-aye.

HEARING - SPEED LIMITS ESTABLISHED

The Board held a public hearing to consider changing the speed limits on all or portions of twenty-three Mason County roads.

Jerry Hauth, Public Works Director, explained that three roads are recommended due the increased residential growth in the areas. The rest of the speed limit changes establish a speed limit on currently unposted roads,

Cmmr. Olsen/Cady moved and seconded the Board authorize the speed limit changes on the twenty-three Mason County roads as presented in the Engineers Report. Motion carried unanimously. B-aye; C-aye; 0-aye. Resolution 116-00 (Exhibit B)

REQUEST TO VACATE MAINTENANCE

The Public Works Director recommended the Board set a public hearing to consider vacating the maintenance on a Bourgault Road, County Road No. 41780. Through the buyout program the County has purchased all of the structures in that section of Skokomish Valley with the exception of those belonging to Joe Bourgault. In contacting Mr. Bourgault, the Skokomish Tribe, and Fire Department they have been supportive of the idea to eliminate Bourgault Road. They anticipated placing ecology blocks or jersey barriers along the Purdy Cut-Off end to stop traffic from going down through there and provide a gate at the westerly end so Mr. Bourgault can continue to access his farm. Also, the Tribe has indicated interest in access.

Cady/Olsen moved and seconded the Board pass Resolution No. 115-00, a Resolution of Intent to Vacate the maintenance of the entire length of Bourgault Road County Road No. 41900, and set a date and time for hearing on December 19, 2000 at 9:15 a.m. in the Commission Chambers. BUDGET HEARING SUPPLEMENTAL APPROPRIATION

The Board held a public hearing at 9:30 a.m. to consider a supplemental appropriation within the Current Expense Fund as follows:

Budget & Finance Budget $6,400.00

Permit Assistance Center Budget ($6,400.00)

Planning Budget $23,900.00

Community Development/Spec Projects Budget ($23,900.00)

Ione Siegler, Budget & Finance Director explained the supplemental appropriation has zero total effect on the Current Expense Fund; however, due to the change in the budgets departmental level of spending a hearing is being held. The Budget & Finance Department budget would be increased. This would provide funds to put the Loss Control Coordinator position in the budget for the month of December and also includes funds for furniture required to establish an office for that position. The County is currently interviewing for a Director of Community Development and there should be funds in the budget in case the position is filled before the end of the year. The Permit Assistance Center Director position is not filled and funds from that budget will be used for the Budget & Finance budget. Community Development/Special Projects will be used to fund the Planning Manager. Also, add funding for the salmon recovery coordinator, and transfer the WRIA Planner IV to the Planning Department.

 

There was discussion that there are two ways to amend the budget; through supplemental appropriation or emergency appropriation. Additional funds will come into some departments so it is considered a supplemental appropriation.

 

Cmmr. Olsen/Cady moved and seconded to approve the supplemental appropriation to the 2000 Current Expense Fund Budget for the Budget & Finance Department in the amount of $6,400, the Permit Assistance Center/Administration Department in the amount of ($6,400), the Planning Department in the amount of $23,900, and the Community Development Special Projects Department in the amount of ($23,900) as presented by the Budget Director lone Siegler. PORT OF ALLYN COMMISSIONER

The Board discussed that they will be setting up interviews on December 4, 2000 in the afternoon and December 5, 2000.

 

AIDS PROCLAMATION

Carolyn Dietzman, Public Health Nurse, presented a proclamation for December 1, 2000 as World AIDS Day in Mason County to educate and prevent AIDS. She explained currently there are 10 active HIV positive cases managed in Mason County. There have been 60 cases of AIDS diagnosed and reported in Mason County and 47 are presumed living.

Cmmr. Olsen/Cady moved and seconded to adopt the proclamation declaring December 1, 2000 as World AIDS Day in Mason County. Motion carried unanimously. B-aye; C-aye; 0-aye.

The Board recessed at 9:55 a.m. until 10 am

ANNUAL ROAD PROGRAM

The Board held a public hearing to consider the adoption of the Annual Construction Program for 2001,

Jerry Hauth, Public Works Director, presented the Annual Construction Program for 2001. The projects identified for the first couple of years on the Six-Year Transportation Improvement Program are included in the Annual Construction Program.

John Komen was present and asked that the Board postpone action on Item #7, 101 Connector Study and discipline reports until the new year, as well as Item #8, GIS Planning and development. He felt that there is not enough knowledge about these projects to expend the funds.

Cmmr. Cady/Olsen moved and seconded the Board execute the attached Resolution approving the Mason County Annual Construction Program for year 2001. Motion carried unanimously. B-aye; C-aye; 0-aye. Resolution No. 117-00 (Exhibit D)
