BOARD OF MASON COUNTY COMMISSIONERS PROCEEDINGS

 

December 29, 2000

 

The continuation meeting was called to order at 10:02 a.m. with the flag salute by Chairperson John A. Bolender. Commissioner Mary Jo Cady was in attendance. Commissioner Cynthia D. Olsen was on excused absence.

APPROVAL OF MINUTES

Cmmr. Cady/Bolender moved and seconded to approve the December 21, 2000 meeting minutes as circulated. Motion carried unanimously. B-aye; C-aye; O-absent.

Cmmr. Cady/Bolender moved and seconded to approve the December 26, 2000 meeting minutes as presented. Motion carried unanimously. B-aye; C-aye; O-absent.

B U S I N E S S

 

CIVIL SERVICE COMMISSION

The Board noted that Mr. Hughes has resigned as a representative of the Republican Party on the Civil Service Commission and asked to serve as a representative of the Reform Party.

Cmmr. Cady/Bolender moved and seconded to ap point Everett Hughes to the Civil Service Commission as a representative of the Reform Party. Motion carried unanimously. B-aye; C-aye; O-absent.

CONSOLIDATED CONTRACT AMENDMENT NO. 5

Steve Kutz, Public Health Services Director, recommended the Board approve the Consolidated Contract Amendment No. 5. He explained the amendment would transfer $12,687 in the Local Capacity Development Fund program from January June time period to the July December 2000 time period.

Cmmr. Cady/Bolender moved and seconded to approve Amendment No. 5 to the 2000 Consolidated Contract No. C08617 which would transfer $12,687 in the Local Capacity Development Fund program state revenue code 334.04.92 to the July December 2000 time period. Motion carried unanimously. B-aye; C-aye; O-absent.

AUTHORIZATION TO POST, ADVERTISE & HIRE

The Board also received a request to post, advertise and hire two Public Health Nurse positions. There is a position vacant at the end of December and one position to be vacant on January 31, 2001. The salary range will be from $2,997 to $3,562 per month. Both positions are in the 2001 budget. One position works in the Children With Special Health Care Needs program and the other position works in the First Steps Maternity Support Services Program.

Cmmr. Cady/Bolender moved and seconded to authorize the Public Health Services Director to post, advertise, interview and hire for two Public Health Nurse positions for Children With Special Health Care Needs and the First Steps Maternity Support Services Programs. Motion carried unanimously. B-aye; C-aye; O-aye.

PUBLIC HEALTH SERVICES - PLAQUE

The Board as County Commissioners and Board of Health presented a plaque to Avon Anderson who will be leaving the end of January 2001. She had approximately 11 years with the Public Health Department.

AMEND RESOLUTION INSUFFICIENT FUNDS

The Board has been requested to amend Resolution No. 128-96, which established a charge for all returned checks for insufficient funds. The new rate would be $25.00.

Cmmr. Cady/Bolender moved and seconded to amend Resolution No. 128-96 to increase the charge for all returned checks to $25.00. Motion carried unanimously. B-aye; C-aye; O-absent. Resolution No. 140-00 (Exhibit A)

PLANNING COMMISSION

It was noted that Mr. Hughes has worked with Snohomish County on some of their planning regulations and ordinances and has a definite interest in Mason County and serving on the Planning Commission.

Cmmr. Cady/Bolender moved and seconded to appoint Everett Hughes to the Planning Commission, Commissioner District 2 position. Motion carried unanimously. B-aye; C-aye; O-absent.

RECESS

The Board recessed at 10:15 a.m. until 10:30 a.m.

OUTGOING COMMISSIONER BOLENDER

Cmmr. Cady and those in attendance expressed appreciation to Commissioner Bolender for his past four years of service to the County.

MASON COUNTY TREASURER

Cmmr. Cady/Bolender moved and seconded to reconsider the motion appointing Lisa Frazier to the Treasurer position, effective December 28, 2000. Motion carried unanimously. B-aye; C-aye; O-absent.

Cmmr. Cady/Bolender moved and seconded to appoint Lisa Frazier as Mason County Treasurer, Effective January 1, 2001. Motion carried unanimously. B-aye; C-aye; O-absent.

TREASURER OATH OF OFFICE

Auditor Al Brotche submitted the oath of office to Lisa Frazier to be sworn in as the Mason County Treasurer, effective January 1, 2001.
