The meeting was called to order at 7:00 p.m. by Acting-Chair Mary Jo Cady. Commissioner Cynthia D. Olsen was in attendance, Commissioner John A. Bolender was on an excused absence.C O R R E S P O N D E N C E
NORTH BAY SEWER PROJECT
A letter was received from Leonard & Alice Biskenborn in opposition to the North Bay sewer project. Copy forwarded to Community Development.
The Mason County Clerk and Sheriffs Department have indicated that they will follow the economic provisions of the Personnel Policies, Resolution No. 148-99.
Family Member & President of National Alliance for the Mentally Ill (NAMI) Thurston/Mason are asking for financial support to keep the Providence St. Peter Hospital Psychiatric Unit open.
COMPREHENSIVE PLANThe Economic Development Council of Mason County commented on areas of concern for the Mason County Comprehensive Plan. Copy forwarded to Planning.
FLOOD DAMAGE PREVENTION ORDINANCE
The Prosecutors office advised the Board that a Flood Damage Prevention Ordinance is required to be filed with the Western Washington Growth Management Hearings Board by March 1, 2000 or there will be possible sanctions against the County of which they have no ability to forestall.
Received a copy of the invitation for proposals for WorkFirst Transportation Initiative. The proposals are due by Friday, March 17, 2000.
UNIFORM FIRE CODE
The North Mason Chamber of Commerce indicated they share the concerns of the Fire Chiefs and Fire Commissioners Association regarding the Uniform Fire Code.

PERSONAL SERVICES CONTRACT
Department of Emergency Management recommends approval of a personal services contract with Mason County Taxi to provide emergency transportation services. This replaces the contract with Evergreen Transportation Services who are no longer doing business in Mason County.
Cmmr. Olsen/Cady moved and seconded to approve the personal services contract with Mason County Taxi to provide emergency transportation services. Motion carried unanimously. B-absent; O-aye; C-aye.
BLOCK GRANT 1999
The Sheriff's Office is proposing the following uses for the Local Law Enforcement Block Grant program: Upgrade current records system; crime prevention program; reflective safety vests for patrol deputies and computer upgrades.
Cmmr. Cady noted that no action is necessary for this item.
SUBSCRIPTION AGREEMENTS - WASHINGTON TEAMSTERS WELFARE TRUST
Human Resources is asking the Chair be authorized to sign the subscription agreement with the Washington Teamsters Welfare Trust.

Olsen/Cady moved and seconded to approve and authorize the Chairperson to sign the subscription agreements with the Washington Teamsters Welfare Trust for medical insurance coverage through the Trusts WT-450 Plan for the Teamsters Public Works and Juvenile Detention bargaining units. INFORMATION SERVICES SUPERVISOR
ER&R is requesting permission to advertise and hire one person for the Mason County Equipment Rental & Revolving Fund, Information Services.
Cmmr. Olsen/Cady moved and seconded to approve ER&R's request to advertise and hire for the position in Information Services. Motion carried unanimously. B-absent; O-aye; C-aye.
VETERANS ASSISTANCE APPLICATIONS
1) Alex Gryzbinski VFW 5372 Utilities $187.23; Housing $200.00 = $387.23
2) Ronald Klemm FW 5372 Housing $400.00
The Veterans Assistance Screening Committee is recommending approval on the above listed applications totaling $787.23.
Cmmr. Olsen/Cady moved and seconded to approve the Veterans' Assistance applications for Alex Gryzbinski, utilities $187.23, housing $200; Ronald Klemm, housing $400. Motion carried unanimously. B-absent; O-aye; C-aye.
HEARING - Consider removing the utility easements between Lots 24, 25, and 26, Lakeland Village No. 12
Michael MacSems, PAC, presented the resolution for the Board's approval to remove the utility easements between lots 24, 25, and 26, Lakeland Village No. 12. This was requested by Mason County Title Company on behalf of Anderson and Sons.
Cmmr. Olsen/Cady moved and seconded to authorize the alteration of the previously described 10' easements laying between lots 24 and 25 and lots 25 and 26 of the Plat of Lakeland Village, Division 12, Phase I with the understanding there is no drainage in effect on these property lines and the alteration is for the purpose of reconfiguring the lots through the boundary line adjustment process. BID OPENING - PAINT SOLID WASTE FACILITIES
Mr. Yando requested the Board set a hearing date for the surface preparation and exterior coating of the Solid Waste Facility Transfer Station, Solid Waste Facility Office Building and the Belfair, Hoodsport and Union Drop Box Stations.
Cmmr. Olsen/Cady moved and seconded to set bid opening date of Tuesday, March 21, 2000 at 10:15 a.m. at which time bids will be opened for the surface preparation and coating application work to the Solid Waste Facility, Solid Waste Facility Office Building and the Belfair, Hoodsport and Union Drop Box Stations. Motion carried unanimously. B-absent; O-aye; C-aye.
MORATORIUM - CARD ROOMS
Mr. Yando requested the Board approve the ordinance imposing a moratorium on the issuance of building permits or other development permits for card rooms within unincorporated areas of Mason County to be effective for a period of six months.
Cmmr. Olsen/Cady moved and seconded to adopt Ordinance No. 15-00 which implements a moratorium on the issuance of building permits or other development permits for card rooms within the unincorporated areas of Mason County to be effective for a period of six months, subject to the Prosecuting Attorney's approval. Also schedule a public hearing, per RCW 36.70A.390, for Tuesday, April 4, 2000 at 9:30 a.m. Motion carried unanimously. B-absent; O-aye; C-aye. Ordinance 15-00 (Exhibit B)
NOTICES TO PROCEED - NORTH BAY/CASE INLET SEWER COLLECTION SYSTEM & WATER RECLAMATION FACILITY
Mr. Yando requested the Board authorize the Chair to sign the notices to proceed which provide authorization to Triton Marine Construction Corporation to begin construction of the North Bay/Case Inlet Sewer Collection System & Water Reclamation Facility.
Cmmr. Olsen/Cady moved and seconded to issue Triton Marine Construction Corporation the applicable notices to proceed on the North Bay/Case Inlet Collection System and Water Reclamation Facility and authorize them to commence construction on March 12, 2000. Motion carried unanimously. B-absent; O-aye; C-aye.
TEMPORARY USE LICENSE - DNR
Mr. Yando requested the Board approve the attached Temporary Use License between the Department of Natural Resources (DNR) and Mason County which allows the County to initiate construction of the North Bay/Case Inlet Water Reclamation Facility on property being sold to Mason County by DNR.
Cmmr. Olsen/Cady moved and seconded to approve the temporary use license between the Department of Natural Resources and Mason County which provides Mason County the opportunity to move forward with the construction of the North Bay/Case Inlet Water Reclamation Facility and authorize the Chair to sign, subject to Prosecuting Attorney approval. Motion carried unanimously. B-absent; O-aye; C-aye.
Lorraine Kelly requested the Countys concurrence to clean up the Dewatto Cemetery.
Cmmr. Cady requested this be run by Risk Management and bring back to consider in two weeks.
